Here is a very simple way to fix 404 not found in Laravel 8 404, you need to change .htacces rules for whmcs

<IfModule mod_rewrite.c>
Options +FollowSymLinks
RewriteEngine On

RewriteCond %{REQUEST_URI} !^/public/

RewriteCond %{REQUEST_FILENAME} !-d
RewriteCond %{REQUEST_FILENAME} !-f

RewriteRule ^(.*)$ /public/$1
#RewriteRule ^ index.php [L]
RewriteRule ^(/)?$ public/index.php [L]
</IfModule>

if this does not work you can try this code

<IfModule mod_rewrite.c>
